Minutes of the Ordinary Meeting of the Council held on Monday 18 January 2010 Present: Cllrs Bailey, Blockley, Clarke, Hagens, Lake, Kellett, Reynolds, Clerk 557 Apologies: Cllr AF, Cllr SH [business] TWBC PD [JTB] 558 Declarations of Interest: None 559 Minutes: The minutes of the Ordinary Meeting held on Monday 14 December 2009 were confirmed and signed by the Chairman. Proposed: Cllr MK Seconded: Cllr GR 560 Matters Arising: None 561 Parish Council Newsletter: Chairman PB reported a quality newsletter had been produced with a good range of articles. He thanked Maureen Lake for editing and Clive Turner for final publication document. Cllr RL allotted distribution areas to all Cllrs and Clerk. Copies for collection from Clerk by the end of the week. PC Action 562 Highways - snow service: Discussion on excellent service received in Benenden from KHS during the severe weather but acknowledgement that Iden Green required more attention. Clerk contacted KHS several times and KHS explained that emergency services were in operation. KHS grit box for Oakfield Cottages on order but no delivery date. Clerk checked on vulnerable members of M & B Club. Cllr GR asked that we thank Pete Punchard for his work in clearing rural lanes and an urgent grit box request should be reported for Hinxden Lane as Hinxden Farm, a large dairy farm could not transport goods. Clerk Action Cllr MK advised the jet patching at Woodcock Lane had failed, tarmac loose. 563 TWBC - Ward Walks Issue - Dog Fouling: Chairman PB reported TWBC Holly Goring had highlighted a concern raised by the church warden re dog fouling at the top of Hilly fields, near the church compost heap. Dog waste bins were ruled out as they require a separate refuse collection. Extra signage discussed. Clerk to enquire re missing signs at bottom of village green and recreation ground, taken down when posts were changed from metal to wooden as part of the 2005 enhancement grant. Cllr GR suggested plastic gloves in a box beside bins. Clerk suggested BPC dog foul bags. Clerk Action 564 Training - KALC: [a] Learning & Development Survey - Chairman asked for Cllr views on further training: Community involvement - how to get people on board / involved with their village; with more PC responsibilities training may be required. Chairman & Clerk to complete survey. PB / Clerk Action [b] Planning Information Day - Sat 13 March 2010 Cllr RL & Clerk to attend RL / Clerk Action 565 Planning Report: [a] Cllr RL discussed previously circulated Monthly Planning Report [attached] Cllr RL highlighted the refusal decision given by TWBC to TW/09/03472/LBC Mill House, Mill Street, Iden Green - demolish and rebuild existing damaged cellar wall and replace damaged concrete floor incorporating tanking layer to waterproof cellar. TWBC explained the proposed works would harm the fabrication of the Listed Building. The cellar is in poor repair and if improvements are not made the property will be harmed permanently.
